Tricky questions, an agile team should focus on two metrics only: time-to-market and return-of-investment. Indeed you can add a lot of other one like:

• velocity: which is not helpful because it assumes that the team is fully dedicated, nobody leaves the team, and each time you have a new comer the old data is obsolete
• cost of delay: is more for management than for the team
• etc

What measurable metrics scrum master uses to track the progress of agile development teams ?

For a Scrum Master, the progress of a team is measured differently:

• commitment
• communication with the team
• ability to say no
• proactiveness
• curiosity
• team player

The only performance a scrum master should measure is behavioural.

The scrum master provides a lot of other metrics but not for the team.
